Adoption Legislation
The US Centers for Disease Control (CDC) has issued updated Technical Instructions for Tuberculosis Screening and Treatment for Panel Physicians. At this time, the updated TB protocols have
been implemented at only select US Consulates around the world and only effect the issuance of visas to citizens of those select countries. It is important for adopting parents to be aware of the new protocols and how they may effect the immigration of adopted children. The protocols have already been implemented in two countries that send large numbers of adopted children to the US: China and Ethiopia.

Please read the Summary Report: A Briefing on the CDC’s TB Protocols and Their Impact on Adoption for a detailed report regarding the TB Protocols and their possible impact on your adoption. This summary report was prepared by the Joint Council on International Children’s Services (JCICS). The JCICS opposes the implementation of these protocols for adopted children and is actively and vigorously advocating for the protocols to be waived for children adopted in foreign countries by US citizens. JCICS states: “Joint Council’s collaborative advocacy efforts on this very important issue will continue, including our previously announced Build Families Not Barriers petition, which calls for the suspension of the TB protocols for children adopted by American citizens. Please continue to distribute the petition and encourage your constituents to add their signature. The link for the petition http://www.gopetition.com/petitions/build-families-not-barriers.html.

FAC urges all waiting adoptive parents to read this information carefully and to join the effort to secure waivers of the TB Protocols for adopted children by signing the Build
